ㅤJuliana eir Valentisㅤ She was never meant to be a person. She was meant to be an instrument. Born into the rigid machinery of Garlemald’s intelligence apparatus, she was selected young and sculpted into a living tool of observation and influence. Language, history, religion, manners and more was taught. Her placement in Ishgard was no accident and there she became Vivienne Fournier not out of choice, but out of design.ㅤPersonalityㅤ Where Vivienne is warmth wrapped in charm, Juliana is precision draped in silence. She is cold, distant and seemingly unfeeling, and speaks little when not required. However, much like her alter ego, she always listens. Juliana also possesses the same intelligence and refinement as her cover. Every gesture is calculated to provoke or deceive. She trusts no one fully, least of all herself.Despite all her discipline, there is something aching at the centre of Juliana. She was never allowed to simply be. There are moments when something of her emerges - fleeting glimpses of a woman beneath the mission. The girl who once mourned dear friends and was told not to feel or allow weakness. The agent who sometimes wonders what belief even feels like. But these flickers pass and she buries them quickly.

She was born on Garlean soil - a planned birth to fulfil a specific duty. She was selected early, raised not merely as a citizen of the Empire, but as a future instrument of it. Languages, customs, philosophy, religious doctrine, diplomatic form - every element of Ishgardian life was drilled into her and she learned well. She was not alone. Others were chosen alongside her - young Elezen trained for placement across Ishgardian society. Some were shaped into knights, others inquisitors, clergy, courtiers, functionaries - a web of agents woven into the city’s spine. Her role was diplomacy. A fabricated lineage. A crafted name. Every record, every contact, forged to perfection. Her orders were clear: observe, report, influence where possible. She performed each task with excellence. But Ishgard was not as stable as the strategists had promised. The Dragonsong War was ever present and, as a result, some of her cohort were killed, others disappeared without word. One by one, the threads of her network frayed until, in time, she became the only voice left in the dark. And in the silence that followed, something cracked.Though her loyalty to Garlemald never faltered, it changed. The Empire’s fall severed all contact, all, but one. And still, she remained in place - bound by vow and loyalty. She continues her work under the name Vivienne Fournier, now a respected Ishgardian diplomat with an impeccable record and reputation. None question her success. Fewer still question her funds. She channels her influence and resources toward carefully chosen efforts - rebuilding projects, relief for displaced Garleans, and quiet networks few would recognise for what they are.To most, she is simply a polished envoy: calm, compassionate, and disarmingly charming, yet beneath the silk lies iron. The mission may have changed but she has not abandoned it.
